Background:

The WTO’s Trade facilitation Agreement (TFA), amongst other trade facilitation measures, encourages member states to develop their trade related National Single Window (NSW).  Pakistan has committed to develop and launch its NSW by 2022, with Pakistan Customs having been designated as the ‘Lead Agency’ by the Prime Minister’s Office for the development of this important reform initiative. Accordingly, Federal Board of Revenue (FBR) has established a Program Management Office (PMO) in Customs Wing to coordinate and supervise this initiative. 

A single window is a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements should only be submitted once. The NSW will help reduce the time and cost of doing business in Pakistan and make trade related business processes more efficient, transparent and consistent. 

Whereas the concept is primarily aimed at integrating and strengthening trade related government to government (G2G) and business to government (B2G) interactions, it also incorporates certain B2B transactions in particular those related to port operations, trucking, and warehousing. The NSW is a collaborative effort led by customs but involving multiple public and private sector stakeholders including regulatory authorities, traders, freight forwarders, banks, terminal operators, and transporters etc.

As a part of Engineering Team, you will involve in software design and development as per software specification document.

Design & Develop Software applications and APIs following best practices.

• Perform code analysis, code reviews, audits, and refactoring.
• Hire, mentor, and train within team.
• Participate in scrum meetings to ensure the delivery as per plan.
• Maintain and support software applications in different stages.
• R&D to explore the new technologies and trends.

Required Skill Set:

• 5 years+ of Development using Microsoft Languages and Technologies (C#, .NET Core, MVC, Web API, JavaScriptjQuery, CSS, HTML 5) and 2+ years of experience in team lead role
• Experience of Rest & GraphQL APIs development.
• Experience with source control (Git, SVN) & unit testing tools.
• Should be able to communicate clearly with stakeholders, provide work estimation, and manage team
• Personality traits such as ethical, integrity, humility, assertiveness, and confidence
• Strong analytical, decision making, and problem solving skills
• Clear understanding of programming concepts: Functional Programming, Event Driven Programming, Object Oriented Programming, Data structures and Algorithms
• Clear understanding of computing: distributed, parallel, scalability, SOA, SAAS, PAAS, IAAS
• Clear understanding of architectures: request based, message based, and event based
• Experience with Microsoft .NET and/or Core Framework and Languages (ASP, MVC, Web API, WCF, C#, EF)
• Experience with Bootstrap, HTML5, and CSS3
• Experience with two or more server and client side frameworks: NodeJS, ReactJS, Angular, JavaScript, JQuery
• Experience with one or more RDBMS: SQL Server, MySQL, Oracle
• Experience with design patterns, SOLID principles, TDD principles, DDD principles, 32-bit/64-bit concepts
• Experience with continuous integration and continuous development
• Understanding of concepts: Security, Software Engineering, Networks, Compilers, AI
• Good to have two or more of: LINUX, and Data Mining
• Knowledge of Golang, NoSQL and Graph Database would be plus.
