OVERVIEW OF POSITION
Programme Quality and Accountability is a department responsible for:
Assessment – coordination and compilation of needs assessment exercises, management of enumerators rosters;
Monitoring – providing assurance that nutrition program targets have been achieved as reported by the relevant programmes. In this regard, they conduct secondary verification (after the technical teams) on a sample basis; Supervise SMART, SQUEAC, COD, HEA surveys
Evaluation – internal/external review of impacts of projects and programmes;
Learning – supporting lessons learned exercises;
Research- Facilitate the process of research through development of concepts and proposal with support of grants department
Accountability – ensuring that beneficiaries and other stakeholders have a two-way information channel regarding ACF’s activities in Pakistan through maintenance of a Feedback and Complaint Mechanism.
MEAL unit is also responsible for overall coordination of all MEAL activities implemented by program project teams.
This is a officer level position in the MEAL department. S/he is responsible for supporting project lead in overall field based oversight, data collection, field monitoring visits and mainstreaming MEAL related activities at grass root level. The position holder is expected to conduct extensive field visits to provide technical back stopping to ACF program teams at field level.
Objective 1
To support in assessment, monitoring, evaluation, accountability and learning across Nutrition programmes
Tasks & responsibilities
- To coordinate with project lead in rolling out MEAL action plans for projects under the guidance of MEAL lead /Technical.
- To support MEAL lead/project lead for the development of monitoring and evaluation tools as per donor and ACF standards.
- To assist project lead/ IM/Meal & Research Coordinator in data collection, field planning and documentation for surveys (assessments, SMARTs, SQUEACs, CODs, beneficiaries’ satisfaction surveys etc) as and when required at field level.
- Updating MEAL learning database for improvement of the project activities and that can be capitalized for future programming
- Implementation of FCM within SIDA project targeted union council .To support field teams in mainstreaming accountability mechanism (FCM) with program, and also record community feedback during visits ensure compliances where needed.
- To coordinate and supporting team in the development of M&E plan, provide technical backstopping to partners at field level to ensure quality of data collection, implementation of the project activities through NIS, planned surveys.
- Conduct field visits to monitor the nutrition program standards protocol and provide feedback.
Objective 2
To support the process of learning through events and inter sectoral data management
Tasks & responsibilities
- To participate and support conduction of lesson learnt exercises that can be capitalized for future programming;.
- To monitor and CMAM/CMAMI activities and capture regular learning of program integration with Primary Health Care services.
- To support project lead in planning and documentation of capacity building events with regards to monitoring plans, FCMs for both government and partners.
- To work closely and support information management in developing the archiving systems for programs and support departments and establish checklist and cross verify filling of MEAL related project documentation at field level and suggest areas of improvement where needed.
Objective 3
To support in providing day-to-day oversight of all MEAL activities
Tasks & responsibilities
- To develop M&E plans and carry out field visits as per the plan to monitor the field level activities as per the DIPs and MEAL plans.
- Coordinate with field teams to get and compile MEAL monthly report and strips
- To support field teams in mainstreaming accountability mechanism (FCM) with program, also record community feedback during visits ensure compliances where needed.
- To ensure through data analysis that inclusion is adhered to in all project activities implemented.
- To facilitate project lead/SPM in FCM related trainings for field staff.
Objective 4
To represent the department and the organization at district / regional, and promote ACF’s technical viewpoints, guidelines and methods of work
Tasks & responsibilities
- In absence of supervisor or as delegated by supervisor, represent Action Against Hunger at national/provincial/field-level and where appropriate, important technical fora, working groups, workshop.
- Provide technical support/capacity building to district/provincial stakeholders about nutrition MEAL plan/Nutrition Assessment.
- Any other task assigned by line supervisor.
Objective 5 (Gender)
To ensure inclusion across programming and within/by the team
Tasks & responsibilities
- Support mission level qualification for gender marker;
- Encourage inclusion within recruitment, training and promotion;
- Ensure inclusion within programme planning, implementation and reporting;
- Identify and mentor gender focal points in coordination with HR.

Internal
- Under the guidance of –MEAL Lead / SPM/Project Lead
- In coordination with – Program/Project team.
External
- NGOs and INGOs particularly those with whom we have joint work.
- Government of Pakistan representatives including line departments, ministries and local officials.
- PNC /Health Department and its partners
POSITION REQUIREMENTS
- Master's Degree (In public health, Nutrition, Anthropology ,Social Science) in relevant field Minimum 04 years of overall experience and 02 years in relevant nutrition/ public health field in development sector OR Bachelor's degree in relevant field with minimum 06 years overall experience with 04 years in relevant field in development sector
- Good written and verbal communication in English;
- Good interpersonal skills
- Proven expertise in development of Monitoring tools, checklists, M&E planning
- Good resource and time management skills
- Good data analysis and report writing skills
- Ability to work in a complex structure across partnerships
- Ability to work independently and with self-motivation
- Computer literate, knowledge of MS Word and Excel required
- Willingness to travel frequently to project areas
Preference
- Previous experience working in KP
- Experience within a large national or in organization;
- Experience working in development and emergency projects
- Experience managing partners/consortiums
- Experience working on Nutrition/Public Heath programs
